Lower income, government program participants (SSI, Medicaid, WIC, SNAP, FPHA, Lifeline, etc.) K-12 students attending schools that are CEP recipients or on Free or Reduced lunch programs, and Collegs students with a Pell Grant. There are many other ways to qualify.
